The St. Johns Citizen reports commissioners voted down the FL St. Augustine Inman plan on Nov. 3, agreed to hear more testimony, and denied it again 4 to 1. The county's own staff report puts State Road 16 past its capacity already: the segment from I-95 to Inman Road runs at 126.2 percent of capacity in the evening peak, and 184.3 percent once committed development is counted, before this project adds a car. The 58.74-acre site has carried an approved distribution-center entitlement since 2020 and has never been built.

The board enacted the one-year freeze on data center approvals Tuesday on a unanimous vote, Jacksonville Today reported. The ordinance the board was handed would stop the county from accepting or approving any discretionary application for a medium-scale or large-scale data center project while staff studies water demand, backup generation, noise, setbacks and decommissioning, and it expires Oct. 31, 2027 at the latest. The outlet reports the ban takes effect immediately; the draft in the agenda backup carried a Nov. 15 effective date, and the adopted ordinance, which the county has not yet published, will say which stands. The rest of Tuesday's land agenda, three enclave certifications, the Inman Road warehouse, Bartram Park and the PZA appointment, has no readable record yet.

The County Commission meets at 9 a.m. on election day with a heavy land agenda: enactment of the data center moratorium, three agricultural enclave certifications totaling about 214 acres, a warehouse plan on Inman Road that the planning agency's failed motion turned into a recommendation for denial, 169 more homes at Bartram Park, and the pick of a new Planning and Zoning Agency member from nineteen applicants. The three enclave applications facing a late-November statutory deadline are not on this agenda.

Ordinance 2026-36 approves the Grand Oaks major modification with two conditions added from the dais: three commercial parcels donated to the county for a park, and the landowners agreeing not to seek impact fee tax credits. The $20,000,000 development agreement passed 5/0 behind it. The draft minutes, attached to Tuesday's consent agenda, record a motion to deny failing two votes to three first, and they do not say how the two staff comments that were open on the day of the vote were resolved.

The design-build agreement the county awarded Jacobs on Dec. 19, 2023 carries a total not-to-exceed amount of $191,820,000, including a contingency of $6,230,000, on top of a $30,000,000 first phase authorized in September 2022. This paper reported on Oct. 16 that no county document it had read broke out how the plant was paid for. The release issued the day after the award does: Utility bond proceeds, and no effect on customer rates. The schedule in that release said May 2026 and the plant came online May 11.

The Clerk of the Circuit Court published the approved minutes of the Sept. 28 special meeting this week, and they print in full the motion that refused agricultural enclave certification to about 1,166 acres south of State Road 207. The motion carried 3/2 and directed the County Attorney to prepare the final written order with findings of fact and conclusions of law. The approved Oct. 6 minutes went up alongside them and carry no enclave item at all. Section 163.3162(4)(d) of the Florida Statutes runs an applicant's 30-day window to petition the circuit court from the date the county renders its decision, and 29 days after the vote the only document rendering it is a motion in a set of minutes.

The applicant says it filed a petition for writ of certiorari on Oct. 19 asking the Seventh Judicial Circuit Court to review the county's Sept. 15 refusal to certify approximately 4,462 acres north of Nocatee Parkway as an agricultural enclave. The motion that denied the application, carried 3 to 2, also directed the County Attorney to prepare the final written order with findings of fact and conclusions of law. Section 163.3162(4)(d) of the Florida Statutes runs the 30-day window for a petition from the date the local government renders its decision. No written order appears on the Oct. 6 or Oct. 20 board agendas, and the Clerk's index of board records links no minutes for either meeting.

Four agricultural enclave certifications covering about 906 acres were set for public hearing on Tuesday, along with the Grand Oaks major modification and the $20,000,000 development agreement that goes with it. Section 163.3162(4)(c) of the Florida Statutes says that if a local government neither approves nor denies a certification within 90 days of receiving the application, the land must be certified. Three of the four applications have a receipt date on the record, and the clocks on those three run out in the last two days of November. The county has published no minutes and no recording of Tuesday's meeting.

The county board holds the second of two required hearings Tuesday on a development agreement that drops the 2018 requirement to four-lane roughly three miles of State Road 16 and replaces it with a $20,000,000 payment covering 512 homes. County staff put the required proportionate share at $12,850,449. The agreement itself states $2,471,306. The same agreement asks for a road impact fee credit that staff calculates at $19,396,839.

The county board takes up ENCERT 2026-10, 2026-11, 2026-12 and 2026-13 on Oct. 20, roughly 906 acres between them by this paper's addition. Two staff reports say the applications appear to satisfy the statute and two say they do not. The backup also prints the thing the county publishes nowhere else, which is the date each application arrived, and three of the four give it. The same packet carries the Sept. 28 minutes, which record a failed motion to censure a commissioner and a written order the board ordered and the agenda does not mention.

St. Johns County Utilities cut the ribbon Thursday on the State Road 207 Water Reclamation Facility, which has been running since May 11. The county's project data screen, which has fields for acreage, square footage and peak hour trips, is blank on all three for both.

Three agricultural enclave applications went to the board on Sept. 15, and the approved minutes, posted this week, settle all three. The 4,462 acres on North Palm Valley Road were denied 3 to 2. Sandy Creek's 379 acres were withdrawn by the applicant. The AFI Property was certified 3 to 2, at a density its own lawyer put on the record, and under section 163.3162(4) the county may not require a public hearing on the development plans that follow.

Rooftops. Section 163.3162(4)(d) says a denied agricultural enclave application gets a written decision with detailed findings of fact and conclusions of law, and the applicant then has 30 days from the day the county renders it. Three denials covering roughly 5,628 acres have no written order. The Sept. 15 agenda added two more applications, 379 acres and 310 acres. Nothing in the record says a single one of these files has been rendered.

The county says eastbound traffic shifts onto newly built lanes along about a quarter mile between the AutoZone driveway and the 7-Eleven, beginning around Oct. 1. Drivers turning right from International Golf Parkway will have to stop first, because westbound traffic moves into the right lane, and that stop stays after the job is done. The widening is about 70 percent complete and is adding two lanes from the parkway to just past County Road 2209.
